According to the plan, multiple designated gathering areas will operate throughout Meron, including the kever of Rabbi Shimon bar Yochai, the Bnei Akiva complex, Moshav Meron, and an expanded celebration zone. Each area will be limited to a maximum of 1,500 participants, with clear separation between zones to reduce crowd density.
Attendance will be organized through rotation slots of up to two hours per participant. The total number of attendees will be determined based on security requirements, with the goal of maintaining safety throughout the day.
Across the various areas, organized prayers, dancing, bonfire lightings, and hospitality services will take place around the clock, aiming to distribute crowds evenly while preserving the traditional atmosphere of the Hilula.
Transportation and ticketing will be handled by the Ministry of Transportation, with a limited number of public transportation tickets sold on a first-come, first-served basis from multiple locations across the country.

The framework has received preliminary approval from Home Front Command and still requires final authorization from Israel Police.
Officials noted that the plan may change depending on updated security guidelines.
Minister Dr. Shlomo Karhi, who is overseeing the event, said the plan is designed to preserve the Minhag while ensuring public safety, and called on those unable to obtain tickets to celebrate within their local communities.
Northern District Police Commander Meir Eliyahu emphasized that while preparations are being made with respect for the site’s sanctity, enforcement will be strict to prevent overcrowding and unauthorized entry, stressing that “the sanctity of life comes first.”
Authorities added that final updates will be issued as the plan is completed and urged the public to follow official instructions to ensure a safe and orderly event.
