Last week in the Oval Office, President Donald J. Trump signed the Whole Milk for Healthy Kids Act, joined by U.S. Secretary of Agriculture Brooke L. Rollins, U.S. Health and Human Services Secretary Robert F. Kennedy Jr., USDA National Nutrition Advisor Dr. Ben Carson, dairy farmers, parents, and bipartisan members of Congress. The legislation restores access to whole milk in schools and strengthens support for American dairy producers.

The law aligns with the newly released Dietary Guidelines for Americans, 2025–2030, which reintroduce full-fat dairy as part of a healthy dietary pattern. “Thanks to President Trump’s leadership, whole milk is back – and it’s the right move for kids, for parents, and for America’s dairy farmers,” said Secretary Rollins. “This bipartisan solution for school meals reinforces what families already know: nutrient-dense foods like whole milk are an important part of a healthy diet.”

Secretary Rollins highlighted the benefits for both children and communities, noting that the administration’s efforts to strengthen farm economies—through fair trade, lower costs, and reliable financing—have helped make dairy products more affordable over the past year, with butter prices down 3.4% and cheese prices down about 2%. Farmers were also present at the signing.

Bipartisan support for the legislation came from Senator Roger Marshall (R-KS), Senator Peter Welch (D-VT), Representative Glenn Thompson (R-PA-15), and Representative Kim Schrier (D-WA), with backing from Senate Agriculture Committee Chairman Senator John Boozman (R-AR).

USDA will implement the law immediately, issuing guidance to school nutrition officials and beginning a proposed rulemaking process to ensure schools can begin offering whole milk as quickly as possible.

The agency will also update Child Nutrition Programs to align school meals with the 2025–2030 Dietary Guidelines.
