Coming for the Kinus Hashluchim? New U.S. Entry Requirement
Travelers flying to the United States will soon be required to complete a new health declaration before boarding, under a temporary order issued by U.S. health authorities in response to the Ebola outbreak in the Democratic Republic of the Congo (DRC) • Read More
The requirement takes effect on Tuesday night, November 3, 2026, at 11:59 p.m. Eastern Time, and applies to all international flights departing for the United States at or after that time. It will remain in effect through December 18, 2026, unless amended or rescinded earlier.
Under the new requirement, every passenger must sign a declaration confirming that they have not been physically present in the Democratic Republic of the Congo during the 21 days preceding their flight to the United States.
The requirement applies to travelers of all ages, including American citizens and Green Card holders, as well as passengers whose final destination is another country but who are connecting through the United States. Transit through an airport in the DRC also counts as having been present in the country, even if the passenger did not leave the airport or aircraft.
Parents or authorized representatives must complete the declaration on behalf of minors.
The declaration may be completed in paper or digital form, and airlines are required to verify that it has been signed before allowing passengers to board.
Travelers who fail to submit the declaration may be denied boarding, while knowingly providing false information may carry criminal penalties.
EL AL has announced that passengers traveling to the United States will be required to complete the declaration before boarding. The airline cautioned that passengers who do not complete the form as required will not be permitted to board their flights.
EL AL also noted that information submitted through the declaration may be transferred to U.S. authorities, as required and as detailed in the form, and will be retained in accordance with the airline’s privacy policy.
Passengers planning to travel to the United States, including those arriving for the Kinus Hashluchim this week, are advised to complete the required declaration before arriving at the airport and to check with their airline for any additional instructions.
