Khan, who reportedly pledged allegiance to ISIS, is accused of planning the attack to coincide with the one-year anniversary of the October 7 Hamas-led massacre in Israel. According to the U.S. Department of Justice, he referred to the plot as “the biggest attack since 9/11” and aimed to establish a functioning ISIS cell in the United States.

As previously reported by Chabadinfo, Khan was arrested in September 2024 while attempting to cross the U.S.-Canada border. In an effort to evade law enforcement, he used three different vehicles during his crossing attempt.

Authorities say that for nearly a year, Khan worked in collaboration with undercover FBI agents. He allegedly instructed them to obtain weapons, gather intelligence from inside the Chabad center, and even attend prayer services at 770 to map the exits and better understand the layout of the building.

The FBI described the target as a religious site with particular symbolic and communal importance, and emphasized that Khan’s plot was specifically aimed at the Jewish community. “The foreign terrorist organization ISIS remains a clear and present danger to the American people, and our Jewish citizens are especially targeted by evil groups like these,” said U.S. Attorney General Pamela Bondi.

FBI Director Kash Patel stated: “Khan allegedly planned his attack to occur on October 7, 2024 — the one-year anniversary of the Hamas terrorist attack in Israel. Thankfully, the great work of FBI teams and our partners exposed those plans and shut them down. This plot was foiled thanks to the precise and dedicated work of our national security forces.”

Federal prosecutors have announced their intent to seek a life sentence if Khan is convicted.
