Rabbi Kogan Clarifies Why He Built Mikvah in Village of Lubavitch

After news broke of the new mikvah being built in the Village of Lubavitch by venerated Russian Shliach Rabbi Yitzchok Kogan, several people voiced their concern, as it is known that the Rebbe MH”M opposed building a mikvah near the ohalim of our Rebbeim in the village.
In his letter, he cites the Friediker Rebbe, who insisted that his daled amos should always have a mikvah, explaining that using the river in Lubavitch as a mikvah presents various challenges throughout the year. For example, in the freezing Russian winter, visitors are unable to tovel before entering the holy sites in the village.
Rabbi Kogan, who oversees maintenance of Chabad-related holy sites in Russia, explained that he personally purchased land in the village, subsequently building to be used at his personal discretion, effectively disconnecting the project from any Lubavitch affiliated organization.
