    The MTA board approved the phased congestion pricing plan with a 12-1 vote, marking a key milestone in the long-debated proposal.

    The vote, which was largely procedural, proceeded with relatively little fanfare compared to the vocal public debates both for and against the plan. Despite the divided opinions, the tolls are now slated to take effect on January 5.

    Last week, Governor Hochul announced she would lift the “pause” on the program, which was imposed earlier this summer just before tolling was set to begin. Initially, a $9 toll was proposed, but Hochul clarified that this would gradually increase to the full $15 toll that had already been approved by the MTA in 2023.

    The phased approach, which was confirmed by the MTA board, will see tolls rise to $12 in 2028 and reach the full $15 by 2031.

    Critics of the plan argue that congestion pricing will disproportionately impact hard-working commuters and drivers. However, Lieber pointed out that 143,000 vehicles enter the congestion pricing zone daily, compared to the 6.5 million people who use public transit. He believes the tolls will encourage more people to opt for mass transit, ultimately improving the subway and commuter rail systems.
