Gov. Hochul Pushes Bold Plan to Curb Smartphone Distractions in Schools Statewide
New York Governor Kathy Hochul announced an ambitious initiative Tuesday to restrict smartphone use in schools statewide, aiming to create a more focused and mentally healthy learning environment. The proposal, part of her budget address, would impose a “bell-to-bell” ban on unsanctioned use of Internet-enabled devices during school hours • Full Story
Hochul emphasized the need for a distraction-free classroom, citing concerns raised during a listening tour of New York’s educational system. “This is about ensuring students can focus on learning and protecting their mental well-being,” Hochul said, underscoring the growing challenges posed by constant smartphone access.
The plan, which includes $13.5 million in funding for schools to implement the policy, would allow students to bring their devices onto school grounds but task individual schools with creating systems for storage and distribution. Exceptions would be made for students with medical needs, learning disabilities, and non-native English speakers.
Supporters hail the measure as a decisive step toward improving classroom engagement and addressing concerns about the negative effects of screen time on youth mental health. Hochul’s initiative recognizes the importance of balancing technological access with the need for structure and focus in education.
While some school officials have raised concerns about logistical challenges, Hochul’s funding plan aims to alleviate these burdens and empower schools to enforce the policy effectively.
