In Likkutei Torah (Parshas Chukas 60a) the Alter Rebbe explains that the reason women are disqualified from sprinkling the waters of the Para Aduma ashes is because women stem from the attribute of Gevura (severity) and therefore lacks the power to reject the spirit of impurity and purify tuma.
A woman asked the Rebbe if this means that women cannot elevate things to Kedusha? The Rebbe explained thus:
פשוט שיכולה ומחויבת וזוכה להעלות לקדושה – אלא ש(עיקר) המלחמה שהיא (בעיקרה) כניסה למקום האויב וכיבושו (שזהו נסיון גדול ביותר) – ה”ז ע”י אנשים, כי כל כבודה בת מלך פנימה והנהגתה צ”ל בצניעות וכו’.
Translation:
It is an obvious thing that a woman can, and must, and has the merit to elevate things to kedusha –
However, the (primary) battle which consists (mainly) of infiltrating the place of the enemy and conquering it (which is an immensely great nisayon (=test)) is done through men, because “the honor of a king’s daughter is to be inside” and her conduct requires modesty etc.
