A fascinating answer of the Rebbe, apparently explaining who is qualified to decide on matters of security by giving an analogy that outlines the steps one must take to become a competent healer of the soul:
רופא חולי הנפש – הוא כמו רופא חולי הגוף: 1) לאו כל אחד מוכרח וצ”ל [= וצריך להיות] רופא. 2) לאו כ”א [= כל אחד] מסוגל לזה. 3) הסדר בלימוד חכמת הרפואה הוא: גומרים Public school, High school כמה לימודים כללים גם באוניברסיטה – ורק אח”כ [= אחר כך] לומדים רפואה. והלימוד הוא אצל מורים שיודעים בהם שהצליחו הוראותיהם לרפאות חולים, ולא אצל אלו שהביאו את החולים לסכנה יותר, או שהמיתום. וכמו הנ”ל — הוא ג”כ [= גם כן] הלימוד איך לנהל מלחמה. והנמשל מובן.
Translation:
A healer of illnesses of the psyche is like the healer of the physical illnesses:
1) Not everyone has to be a doctor.
2) Not everyone is capable of this.
3) The order in learning the wisdom of medicine is: first one ought to finish public school and then high school, some general studies also at the university – and only thereafter do you study medicine.
The studying is to be done with teachers who are known to have successfully healed patients with their instructions, and not with those who put the patients in more danger or have led to their death
Like the above – so is the case with the study of how to conduct war. And the analogy is obviously understood. ■
