NYS Empire State Development (ESD) is planning to bring affordable housing to the Crown Heights Community in Brooklyn, New York. The project, called Kingsboro West or Sparrow, will consist of 764 units of general housing, including 101 homeownership units and 663 affordable rental units.
However, the development has sparked controversy due to the lack of parking spaces provided. According to the NYC Zoning Code, the project is allowed to have zero parking spots for the 764 units. In addition, the development will include a grocery store and 38,378 square feet of community space, with only 15 parking spots provided for these amenities.
The project will also include 326 units of supportive housing for the homeless or formerly homeless, as well as the reconstruction of two existing homeless shelters with 364 beds. Many residents and business owners in the area are concerned about the oversaturation of homeless facilities and the potential loss of vital off-street parking.
