In 1943, Rabbi Hirschel Shusterman OBM directed the Chabad schools “Achei Tmimim” for boys and “Beis Sarah” for girls.
In a letter dated the 6th of Teves 5704, the Frierdiker Rebbe writes to him:
“בדבר ההנהגה היסודית שלא לקחת שכר לימוד, טוב ומוכרח הדבר הן בישיבת אחי תמימים והן בבית הספר בית שרה”
“Regarding the basic behavior of not charging tuition, it is good, and it is a need, and it should be implemented both in Yeshivas Achei Tmimim and Beis Sarah school”

For many years, Rabbi Dovid Chanzin OBM served as the executive director of the Chabad schools network in Israel, “Reshet Oholei Yosef Yitzchok.”
In a letter dated the 21st of Tamuz 5718, the Rebbe writes to him:
“למרות שזה רבות פעמים נדבר, שלמה יגרע ענין הרשת מכל שאר הענינים שבאה”ק ת”ו – שבאם לא כל תקציבם עכ”פ חלק חשוב מתאסף ע”י העסקנים בזה, ובענין הרשת כנראה אין רוצים להתעסק אפילו בגביית פרטה אחת, היאומן כי יסופר?”
“Although I have said it multiple times, that the ‘Reshet’ should be no different than the other Chabad institutions in Israel – that their whole budget (or at least the majority of it) is covered by fundraising, seems like when it comes to the ‘Reshet’ no one wants to even fundraise one cent, this is unbelievable!”

Rabbi Efraim Wolf OBM, served as the director of all Chabad Yeshivos in Israel.
In a letter dated the 7th of Cheshvan 5726, the Rebbe’s secretary Rabbi Chaim Mordechai Aizik Hodakov OBM writes to him:
“הגיעה אלינו היום שמועה אשר הישיבה … ממאנת מלקבל תלמידים חדשים שכפי דבריהם אינם יכולים לשלם שכר לימוד בסך שדורשים מאיתם.
ואף שקשה להאמין בשמועה זו ואשר תלמידים יסתובבו בחוצות אך ורק משום שאין להם כסף, בכל זאת מצאנו לנכון למהר בבקשתינו לברר לפנינו את המצב בענין הנ”ל”
“We have heard a rumor that the Yeshiva in […] is refusing to accept new students who say they can’t afford the tuition that is being imposed on them.
Although it is hard to believe such a rumor, that students should roam the streets just because they don’t have money – we still report it to you and ask that you find out what is going on and report back to us”
