Chof Hey Adar, which falls out on Shabbos, marks the birthday of Rebbetzin Chaya Mushka. The Rebbetzin was born in the year 5661, and was named Chaya Mushka after the wife of the Tzemach Tzedek, by request of her grandfather the Rebbe Rashab. It is also the day, in 5748, which the Rebbe instituted ‘Mivtza Yom Huledes – The Birthday Campaign’, calling on all Jews young and old to keep to 10 customs on their birthdays.
