If someone forgot to tear or have tissues before Shabbos. Can someone use toilet paper/paper towel and not cut by the perforated lines?

Can children string cheerios into necklaces on Shabbos?
I am buying a hat for my engagement l’chaim. Can I put the hat away after the l’chaim and use it for the wedding or must the wedding be the very first time I wear it?
